Hovering settles smoothly

Since v1.7.0, hovering an artist grew their disc, dropped it at once, then grew it again. Hype sizing set the base scale of every disc on each map refresh, and hovering triggers one, in the middle of the loupe animation. The base scale is now only set when you change "Disc size" in the filters: the disc grows and settles in one movement.
